Add H3 (HTTP/3) resolver to Hysteria 2

Hi ! Hope you're doing well . In Server side , we can add resolvers in UDP , TCP , TLS & HTTPS ,but there is no H3 . Please add Dns over H3 in server side . Many thanks!
