Fix CAS config and services copy

Previously I had submitted a pull request on this issue. I am not sure if there was an error in my original commit or something has changed significantly in the build process but the result is that the etc/cas/config and etc/cas/services directories were not being copied to their default locations of /etc/cas.

This change is working for me.
