[Improvement] add tests for InPlacePodVerticalScaling to test pipline.

turn on InPlacePodVerticalScaling for both K8s and KB and add tests to our regression pipline.

this feature will go beta in K8s 1.32 as mentioned in the enhancement https://github.com/kubernetes/enhancements/issues/1287
