[BUG] apecloud-postgresql cluster configure does not take effect

To Reproduce Steps to reproduce the behavior:

  1. create cluster
kbcli cluster create apepg-cluster --termination-policy=WipeOut --cluster-definition=apecloud-postgresql --cluster-version=ac-postgresql-14.10 --set cpu=100m,memory=0.5Gi,replicas=1,storage=1Gi
  1. reconfigure set max_connections=500
kbcli cluster configure apepg-cluster --auto-approve  --set max_connections=500 --components postgresql --config-spec postgresql-consensusset-configuration
