Regarding the environment setup

Hi Anpei,

Thank you so much for releasing the code of your great work!

I am currently working on setup the environment of your project and not so sure about the version of the required packages. Would you kindly specify the version of packages in the 'set the environment' section of the README file (e.g. exact version of pytorch/TF tested on)? It would be extremely helpful for followers to re-run the code.

I'm think, pytorch >= 0.4.0, TF==1.13.2 works well for me. Thanks.
