To test accessibility, we need to add a step in CircleCI to run pa11y test against the rendered '_site' directory. See https://github.com/18F/federalist.18f.gov/blob/main/.circleci/config.yml#L10 for inspiration.

Added Zap scanning for sites after discussion with GSA IT Sec.

No Gemfile... Forgot about those sites. Do we have a set or should we compile a set of site without the Gemfile?

Maybe we pair this ticket down to only focus on the timeout logic. We can rethink, strategize, and break out a more succinct task to work on the build metrics.
