Bump bouncycastle from 1.60 to 1.70 to fix CVE-2020-15522

upgrage to 1.70 can also cause flaky test like ZOOKEEPER-3404 ? Maybe we should take care of it.

@maoling @tisonkun I think that 1.70 is released after ZOOKEEPER-3404. We can test it or give it a try. Could you please tell me how to reproduced it?
