What is this PR for?

The autocomplete in Note Permissions does not work correctly, even if the user exists in ldap directory, zeppelin can't show him after writing the first three letters.

I have setup LDAP with Shiro and we are seeing the same issue in 0.7.3 (makes it really hard for people to share without asking for the exact username via email)
