Deprecated parameter that wasn't in upgrade notes

This parameter was deprecated in 9.x but not listed in the upgrading release notes page

@bryancall It appears this file is completely different in master and doesn't have the section anymore for upgrading to 9.x. Please let me know how to proceed! The idea was to have this parameter called out in the 9.x documentation for people upgrading to that version from older releases.

It seems like the 8 to 9 release notes are only on the 9.x branch. This seems like the right place to land this particular PR.

and as a possible TODO(another PR), the release notes on the 9.1.x branch should be carried forward to the 9.2.x branch.
