Dependencies are underspecified in docs

I tried to build Traffic Server 9.1.2 from source. It turned out that build process depends on perl, but it is not listed in dependencies in the documentation.

Also, I recommend you specifying which of the dependencies are build-time or run-time.

We removed the check for Perl for 9.2.0. I set it to be backported to the 9.1.3 release: #8611
