11.x: Rename proxy.config.ssl.server.honor_cipher_order

This is a follow up to: #12382

In 10.x via that issue we clarified in the docs that proxy.config.ssl.server.honor_cipher_order applied to the other aspects of the TLS negotiation, such as TLS group/cipher. However, for TLS 11, we should rename the configuration to something more generic than referencing specifically "cipher_order".
