Add TLSEventSupport

This is preparation to support TLS User Agent Hooks on QUIC connections. The goal on this PR is, like other TLS*Support mix-ins, to remove dynamic_casts to SSLNetVC. Wiring for QUICNetVC will be made later on another PR.
