Upgrade quiche to latest 0.22.0 version

New quiche version (0.22.0) was released. https://github.com/cloudflare/quiche/releases/tag/0.22.0

This needs to be done for ATS 10. We should update build scripts to use the newer version and this will require code changes in ATS, due to existing API changes.
