DS Requests show non-existent current Consistent Hash Query Parameter

Current behavior:

When a DS has no Consistent Hashing Query Parameters (CHQP), the DSR diff will show that the old value is a single CHQP with an empty value:

Also reportedly the value is not being displayed at all even when it exists.

Expected behavior:

Empty collections should render as empty, non-empty values should render as non-empty.

Steps to reproduce:

Make an HTTP DS and make a DSR to update some aspect of it, then check out the CHQP on the DSR diff page.
