Fix Portal webpage title to reflect current 'page'

The Portal always has the page title "Traffic Portal". This makes it hard to see what any page/tab is at a glance, and also makes it difficult to go back thru history. The browser history is just a dozen pages that all say "Traffic Portal".

Tagging enhancement, but this is almost a bug. It's a direct usability reduction from the previous UI.
