Federation resolver type should be determined systematically rather than by the user

Rather than the user selecting the type of federation resolver, the API should parse the IP/CIDR and determine if it is IPv4 or IPv6 and enter it into the database accordingly.

Also, there needs to be better server-side validation. i.e. entering 12.12.12.22/64 results in internal server error.
