Provide an updated trafficserver.spec file

The current traffic server.spec file is outdated and probably doesn't work to configure traffic servers with Traffic Control.

A more recent spec file exists in the repo at cache-config/testing/docker/trafficserver/trafficserver.spec. Should it replace traffic_server/spec/trafficserver.spec ?
