[SIP] Proposal for splitting the menu and access right to create alert and report

Motivation

Report are pretty easy to use or create and can be given to anyone with very little IT knowledge. While Alerts require SQL knowledge, be pretty confusing and could create performance issue if given to none SQL trained users.

Proposed Change

It could be done by splitting Alerts & Reports in 2 menu each one with its own access right.

It could also solved by an alert GUI not requiring SQL but it would be more complex.
