SOLR-16332: Upgrade Jetty to 9.4.48.v20220622

Upgrading to latest Jetty 9.4.x version targeting Solr 9.1 release. If the Jetty 10 upgrade makes it before the release, that's fine, but at least we'll have a current and bug-fixed Jetty version as base.

FWIW I went down this path in https://github.com/apache/solr/pull/699 and was told Jetty 10 was coming. I'm happy w/ this change though.

I know, I'll link it here #585 for reference, and perhaps let this PR sit on the shelf for use if for some reason the jetty10 effort stalls.
