[Feature] Support OTEL Android monitoring

Description

Android OS is one of the most important edge systems, its performance monitoring is as important as Browser monitoring. OTEL provides native support

Considering now, metrics and logs are natively supported by OAP, so, we should have chances to integrate with this SDK.
