服务依赖机制latest优化建议

服务配置依赖类型为latest时，只会拉取到该服务最高版本的实例信息，只要服务做了回退就获取不到服务实例信息了。针对于这种机制能不能优化为从存在实例的版本中选取最高版本。这样就能解决服务回退后拉取不到实例的问题了。
