[Feature][Core] Stop running when exception occurred, instead of hanging

Description

When the connector raises an exception due to an external error (such as MySQL running OOM), Seatunnel becomes stuck in the exception state. So I'm wondering how to stop/restart seatunnel automatically when exception occurs.

Alternatively, is there any solution about reconnect attempts for the connector? Because MySQL server will restart after a few minutes typically.
