RANGER-5192: Add Ranger Plugin for SeaTunnel

How was this patch tested?

This PR change was tested in an environment where all components supported JDK 17, and it worked as expected. However, it appears that only Java 8 is currently supported in Apache Ranger. Some parts of the code of this PR need to be modified to ensure compatibility with Java 8. I'm raising this PR to gather early feedback from the community on the proposed changes.
