Specify the dependency version in the vcpkg

Motivation

Currently, we doesn't specify the version for every dependency in the cpp client: https://github.com/apache/pulsar/blob/374b3a18155cba33c4b4cfdb18c8119487be565e/pulsar-client-cpp/vcpkg.json This may create uncertainty for packing behavior. Need to specify the dependency version in the vcpkg.
