[Proxy] Configure metadata settings for Proxy

Motivation

  • enables service discovery in the proxy
  • required by https://github.com/apache/pulsar/pull/14078 changes

Modifications

  • configure zookeeperServers and configurationStoreServers for the Proxy to enable service discovery
