Add PR Checking Github Action

Is your feature request related to a problem? Please describe. Today I saw a PR created and merged without any changes to the PR template.

Describe the solution you'd like I would like to see that there is a GitHub action that enforces the template as appropriate for this client.

Describe alternatives you've considered The alternative is to do nothing and continue to not necessarily understand the motivation for a change.
