PHOENIX-7348: Serialize the CDC_INCLUDES table attribute and add a test

This fixes the issue that the new table attribute that represents the CDC INCLUDES value is not part of the serialization and so client is not seeing the attribute and not using it. Added a test to make sure the default value is getting used.
