HDDS-6621. Include annotation processor module in regular project hierarchy

What changes were proposed in this pull request?

ozone-annotation-processing module is currently defined in dev-support. This requires code duplication (in pom) and special handling in build scripts. This PR moves it under the regular module hierarchy to avoid that.
