@jbonofre before I hit merge, any reason to not upgrade to geronimo-annotation_1.3_spec ? Sounds like it will enable to deploy less bundles and leverage capabilities but not sure it is intended to not leverage them.

Should the aggregate-bundles OSGI headers be changed to work allow 2.2 of javax.persistence? Currently there's hard coded javax.persistence.*;version="[1.1.0,2.2)", https://github.com/apache/openjpa/blob/68b77e1ae7a078fa336d42b0ea6bf1c9b6e65dca/openjpa/pom.xml#L256
