docs(bindings/python): Setup API docs via readthedocs

If we release all bindings together with OpenDAL each time, we can also package all binding documents with OpenDAL itself as a snapshot according to the version.

We were using pdoc, but it is not supported by readthedocs. However, this issue is no longer relevant. Let's close it.
