[FEATURE] RPi 4B HDMI support

Driver support for the two mini-HDMI outputs on the RPi 4B does not exist yet on NuttX.

Describe the solution you'd like

I would like to see video output on the mini-HDMI outputs of the RPi 4B supported on NuttX so that users can connect an HDMI monitor to the device and view graphics. NuttX graphic demos should be able to run this way (maybe an LVGL demo, for example).
