{bp-16482} Fix i.MX93 ENET1 (EMAC) TXC muxing and RGMII-ID setting

Summary

This PR fixes a couple of issues with the i.MX93 ethernet MAC driver preventing transmission in (at least) the EVK board. Prior configuration would allow receiving packets, but the interface would remain dead silent, despite the driver's instructions.

Users may have experienced this issue as ICMP timeout, ARP timeout or host unreachable errors, depending on configuration and usage.
