CI: start testing on 23-ea and minor other updates

  • move from 22 to 23-ea
  • merge APISupport job into another job

JDK 23 test fixes

  • '-proc:full' is now required for annotation processing -> https://inside.java/2024/06/18/quality-heads-up/
  • java.lang.Thread finally lost a few methods
