Remove de-funfried-netbeans-plugins-externalcodeformatter from VSNetBeans

Description

This formatter importer was added to VSNetBeans to support mostly mx (GraalVM) development using Eclipse formatting in VSNetBeans in VSCode. Usage is zero in VSCode, it was missing (not build into) in several VSNetBeans releases done by build with main NetBeans release. We will remove it from VSNetBeans build.
