stm32_eth not supporting STM32H7 devices

Currently ETH driver works with F4 and F7 devices. Same block is present in H7 chips. Driver uses older version of ST HAL (v1.2.10 for F7 and v1.7.13 for F4). If newer version of HAL for F4 and F7 were used H7 would work also since it only has API compatible with newer HAL for F4 and F7. Using newer HAL would also simplified driver since some similar code is already available of ST HAL.
