Redis integration with Mnemonic

We plan to support Redis as additional backend of Mnemonic storage infrastructure. Targeting design complete for 0.16.0 release

This feature is expected to add a Redis backed memory service for durable objects. the memory persistent API needs to get satisfied. In addition, it is special as it extends the durable object placement from local to cluster.
