The project element's name element is not specified in the {}POM Reference{}. The only mention of it is in the More Project Information section, which contains:

name: Projects tend to have conversational names, beyond the artifactId. The Sun engineers did not refer to their project as "java-1.5", but rather just called it "Tiger". Here is where to set that value.

It should at least indicate whether it's mandatory, and ideally provide examples.
