Feature request: install with winget

As a Java developer on windows I would like to be able to install maven-mvnd using winget.

@nicenemo if it can be automated, that's fine with me.
Would you like working on a PR somehow ? It should ultimately add a step to https://github.com/apache/maven-mvnd/blob/master/build/release-publish.sh
