[Feature] release to Pypi

Summary

pypi/support#5508 returned control of the qumat package to us. We should publish a release there.

Use Case

As a user I expect to be able to pip install qumat and get an up to date and trusted version.

Proposed Implementation

Git Action Workflow that runs on manual trigger

Alternatives Considered

Overly engineered release processes. We might get there one day- but the shortest road to publishing is ^^ Other alt, super hacky deploy from laptop.

Additional Context

This will have to be done by @andrewmusselman or @rawkintrevo or shannon, we're the only ones with pypi admin rights.
