[Feature][linkis-common] CommonVars should support hot-reload feature.

Problem Description

When I changed some configurations, I have to restart the service to load the new configurations.

Description

1. Add a scheduled task to reload the configurations.
2. The feature supports all old configurations, and will not be applied as default.
3. All configurations can independently determine whether or not to apply the feature.

Use case

1. define a new configuration in scala: "val a = CommonVars('linkis.testvar.name', 'name1', hotReload=true)"
2. started the service, and then change the configuration in linkis.properties.
3. check whether the new configuration takes effect.
