When determining the maxRunningJob on creating a group, offlined entrance nodes are included at present.

Description

1. when determining the maxRunningJob on creating a group, the entrance gets all entrance node num, then minus the offline entrance num.
2. provide a new RPC method 'getInstanceNumByLabels', which will return the num of nodes with specific labels.
