[Feature][EC] Support to specify the debug port range when ec starts

Problem Description

In some scenarios, because of network policy problems, only some ports can be accessed externally At present, when the ec starts, it will randomly use the available port as the debug port, It is required to support the control of the range of debug ports used during ec startup through parameters
