KAFKA-19010: Added JVM argument to default configuration

Fixes https://issues.apache.org/jira/browse/KAFKA-19010

  1. Added the -XX:+EnableDynamicAgentLoading JVM argument to the defaultJvmArgs
  2. Configured Mockito agent in main test task, and applied the same configuration to all test tasks
