KAFKA-19008 Remove scala version from artifacts
We can remove the Scala version from the artifacts. Since Maven artifacts have compatibility concerns, we will only update the tarball.
Test in my local machine:
@m1a2st in the e2e, we usually add "scala version" to the download url. should we fix them also?
