Jmeter for 2000 users

Which is from 5000 to 2000. But then, it always show that the active users only till 984 users, when it should be 2000 active users. I've tried to check the load in my jmeter-server and my app server. The load is low. Is there anything wrong with my jmx file? Do you have any suggestion so that I can run the load test for 2000 user? Thank you
