Enhancement to RouteTable describe and adding AllocationId as attribute to PublicIpInstanceIdPair and related describes

RouteTable describe now has an ability to describe by filter which allows for searching by 'vpc-id' for instance. PublicIpInstanceIpPair for EC2 how has the AllocationId associated with that IP pair along with the ability to describe and release IP Address by its associated AllocationId in EC2
