OAK-9710: Document addition of feature to support custom TTL for direct download

This PR covers the documentation changes that relate to the code changes that would be done as part of OAK-9710.

This draft PR is created to review the proposed feature and obtain consensus. DO NOT MERGE THIS PR. Once consensus is obtained on OAK-9710, if we move forward I'll add the code changes first and then we can accept the doc changes once the feature implementation is done.
