[Umbrella][Manager] Modify the calling method from SDK to HTTP

Describe the proposal

The Manager component uses SDK to execute processes for different services, like Pulsar/Kafka/Elasticsearch... Using SDK will cause many dependencies, and we could modify the calling method from SDK to HTTP.
