[Feature][Sort] Add timestamp startup mode to postgres source

Description

postgres source needs to start from a given checkpoint when task failure occurs. So these three options needs to be added to pg source and adapted. 'scan.startup.timestamp-millis' = '1691392566473', 'scan.startup.mode' = 'timestamp' 'server-time-zone' = 'Asia/Shanghai'
