[INLONG-12054][SDK] Optimize InLong Dataproxy Python SDK dependency version requirements

Motivation

Optimize the version requirements of the InLong Dataproxy Python SDK to improve compatibility with older versions of Python, including pybind and pytest.

Modifications

Modify some dependency versions in inlong dataproxy python sdk module, and update the README.
